Foreword by the Federal Ministry of Transport, Innovation and Technology

Ever since mankind has produced goods, there has also been the need to trade. And this trade means the exchange of goods and thus transport. Our ancestors were therefore already experienced and skilled carriers and constantly in search of the best routes, ways, and stations.

The sophisticated road and path network of our ancestors, like the amber and salt road, shows this quite clearly. However, with the building of these road connections, the concepts for the storage and transport of these goods have developed as well.

Returning to our days, we see that the dynamic development of the production and transportation sectors in our modern national economy permanently produces new demands on infrastructure and logistics concepts. Deregulation, liberalisation, and the opening of hitherto closed markets present new challenges, but are also great opportunities for Austria both as business location and as link between the old and new members of this Union.

For this purpose, suitable framework conditions and above all an intact and efficient infrastructure are required. This applies to information infrastructure as well as to our traffic network and - of central importance - the pertinent hubs and their facilities and equipment. We have to be well aware of the fact that the creation of value of a national economy and thus of the location Austria has always taken place there and will do so also in the future.

This is one of the central reasons, why we have decided to initiate the development of a terminal manual and to support the implementation in the present form.

Seit die Menschheit Waren produziert, besteht auch der Bedarf damit Handel zu treiben. Und dieser Handel bedeutet Warenaustausch und damit auch Transport. Unsere Vorfahren waren daher schon geübte und erfahrene Transporteure und unermüdlich auf der Suche nach den für sie besten Routen, Wegen und Stationen.

Die mit Weitblick angelegten Wegenetze unserer Vorfahren, wie z.B. Bernstein- und Salzstrasse, führen uns dies deutlich vor Augen. Mit dem Bau dieser Wegeverbindungen haben sich aber auch die Konzepte zur Lagerung und Transport dieser Handelsgüter entwickelt.

Wenn wir in die Gegenwart zurückkehren, können wir feststellen, dass mit der dynamischen Entwicklung der Produktions- und Transportsektoren in unserer modernen Volkswirtschaft permanent neue Anforderungen an Infrastruktur und Logistikkonzepte gestellt werden. Deregulierung, Liberalisierung und die Öffnung bisher abgeschotteter Märkte stellen uns vor neue Herausforderungen, bieten aber dem Standort Österreich auch große Chancen als Wirtschaftsstandort ebenso wie als Bindeglied zwischen den alten und neuen Mitgliedern dieser Union.

Voraussetzungen dafür sind geeignete Rahmenbedingungen und vor allem auch intakte und leistungsfähige Infrastrukturen. Dies betrifft Informationsinfrastrukturen genauso wie unser Verkehrswegenetz und - von zentraler Bedeutung - die dazugehörigen Umschlagsknoten und deren Anlagen und Einrichtungen, in denen - und dieser Tatsache müssen wir uns wohl bewusst sein - die Wertschöpfung einer Volkswirtschaft und somit die des Standortes Österreich seit jeher stattgefunden hat und auch in Zukunft stattfinden wird.

Das ist einer der zentralen Gründe, warum wir uns entschlossen haben, die Erarbeitung eines Terminalhandbuches zu initiieren und die Realisierung in der vorliegenden Form zu unterstützen.
